This PR adds wagmi configuration to the
hardhat.config.tsand updates the hardhat version to the latest.The benefit of bumping hardhat to the latest is that newer versions of hardhat add contract metadata to the generated
build-infofiles.This
metadataproperty is needed to make the build files compatible with https://sourcify.dev/ to verify contracts.
